[Autotest failure] bluetooth_TurnOnOffUI fails due to Unhandled ElementNotVisibleException: Message: element not interactable

Chrome Version: R72.( this test has been failing from a long time

What steps will reproduce the problem?
(1) Run bluetooth_TurnOnOFFUI

What is the expected result?
Test should pass

What happens instead?
Test fails with "Unhandled ElementNotVisibleException: Message: element not interactable"
