Find correct size for signin dialog window used for GCPW

Currently the size of the dialog window is hardcoded in credential_provider_logon_dialog_win.cc in the function 
CredentialProviderWebDialogDelegate::GetMinimumDialogSize.

We need to determine if this will be final size and if so create a constant for the size.
