VR assert getting flakily hit

The assertion that we're in VR when the content offset gets changed has started flakily getting hit https://cs.chromium.org/chromium/src/chrome/android/java/src/org/chromium/chrome/browser/vr/VrShellDelegate.java?q=vrshelldelegate.java&sq=package:chromium&dr&l=585

Currently, this only seems to be happening in two tests on N+:
VrBrowserTransitionTest#testIncognitoLearnMoreTriggersDoff
VrBrowserTransitionTest#testNfcScanOnNativePage

Bisect points to https://chromium-review.googlesource.com/c/chromium/src/+/1313115 as the culprit. mdjones@, do you see a quick fix? I'll start a revert, but if you have a fix in mind, I can hold off.
