Google Play: "Account Action Required" notification after changing domain password

Issue description

ChromeOS version: 69.0.3497.120
ChromeOS device model: Reef
Case#: 	17275072

Description:
After changing password on Active Directory a notification from Google Play services shows up saying 'Account action required'. Tapping on the Account Action Required notification will open the Google Play Services and display the 'Checking info' message. After displaying the Checking info message for a couple of seconds the Google Play Services
will close itself without resolving the issue & the Account Action Required error persists.
This makes Chromebooks unable to install and run Android applications

Steps to reproduce: 
1. Sign into a Enterprise Enrolled Chromebook.
2. Change the domain password and wait for it to sync to the Google Account.
3. The Chromebook should receive the Sign-In error
4. Sign out of the Chromebook.
5. Sign back into the Chromebook as the same user using the new credentials.
6. Enter the old password as requested to unlock local data.

Current Behavior / Reproduction: 
A popup notification with 'Account Action required' message is displayed from Google Play

Expected Behavior: 
Google Play syncs the password seamlessly without errors/notifications
