[VR Browsing] System buttons appear briefly on VR Browsing cold start from Daydream Home.

Chrome Version: 72.0.3602.0 - Also occurs on M71 beta

Device: Pixel
Headset: Daydream

What steps will reproduce the problem?
(1) Close Chrome
(2) Open Daydream and enter VR
(3) Open Library and click on the Chrome icon to start VR Browsing with Chrome.

What is the expected result? Smooth transition from Daydream to VR Browsing.

What happens instead? The phone system buttons appear breafly during the transition.

This issue may have been around for a while. But I couldn't find a bug for it already.

I think this is a known issue on Android N. Not reproducible on P.

Status: WontFix (was: Untriaged)
limitation of platform -> you're right david. just don't remember the previous bug filed for same reason.
