Does not occur on Pixel 2 Android P, or Pixel 2 XL Android O.


What steps will reproduce the problem?
(1) In VR Browsing, click menu > New incognito tab


What is the expected result? Before, this notification did not appear.

What happens instead? This dialog doesn't look 2D, it looks like it belongs in VR, but the message is confusing. It says "Close all incognito tabs" implying it is clickable.

The Incognito, screenshot, and Youtube notifications appear, so it looks any other ones there are would appear as well.
