2.7% regression in webrtc_perf_tests at 25404:25404

There's a slight change in behavior here - looks like it's fluctuating less than before. None of the nearby CLs look suspicious either - perhaps the change from EventWrapper to Event could have changed some slight overall timing in the system? Probably not.

I see no reason for the change. I agree with the original comment that it _could_ be the change to the EventWrapper that affects the overall system timing.

I'm not too worried about this change, though.
