Scroll position in history sidebar resets to selected item on focus in

Reported by vegavi...@gmail.com, Nov 5

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36

Steps to reproduce the problem:
1. Click a link in the history sidebar with middle button (link opens in a tab and gets focused in the history which may not be clearly visible)
2. scroll away from the link
3. focus another window either by moving the mouse cursor away from chromium or clicking another widow
4. focus chromium

What is the expected behavior?
scroll position stays

What went wrong?
history scrolled to the selected link

Did this work before? N/A

Chrome version: 70.0.3538.67 Channel: n/a
OS Version: 4.4.159
Flash Version:

This is particularly annoying with input drivers that occasionally insert bogus pointer position events
