Regression: [NTP] Focus ring of selected tile is seen chopped from right side on zooming out to 80%.

Issue descriptionChrome Version:72.0.3602.0 (Official Build) Revision 3ed11c88d92e969dea664546a277cfb11eb15201-refs/branch-heads/3602@{#1}(64-bit) OS:Mac(10.13.1 , 10.13.6 , 10.14.1) OS Pre-condition: Enable "Enable using the Google local NTP" and "New Tab Page Background Selection" under chrome://flags Steps to reproduce: 1. Launch chrome, navigate to NTP, Click on Gear icon to open the customize this page overlay and then click on Custom backgrounds. 2. Select any selection and then click on any tile inside the selection. 3. Press shift+tab to bring focus to overlay and then press down arrow key to bring focus to tile. 4. Drag the browser window towards left/right, zoom out to 80% or less and observe the focus ring on tile. Actual : Focus ring of selected tile is seen chopped from right side on zooming out to 80%. Expected: Focus ring of selected tile should not be seen chopped from right side on zooming out to 80%. This is a regression issue, broken in 'M-71', and below is the bisect info: Good Build: 71.0.3557.0 (Revision: 593043) Bad Build : 71.0.3558.0 (Revision: 593399) Change-Log URL: https://chromium.googlesource.com/chromium/src/+log/71.0.3557.0..71.0.3558.0?pretty=fuller&n=10000 Suspecting: r593074 ? @sweilun: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner. Note: 1.Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message, Tried on other machines but still getting the same error again. 2.Unable to perform 'chromium bisect' script as issue is not reproducible on chromium builds, hence providing suspect through Manual change-log. 3.Issue is not reproducible on Win(7,8,8.1,10) ,Linux(14.04 LTS).
