What steps will reproduce the problem?
(1) Go to Chrome App Info>App Notifications
(2) Turn notifications off.
(3) Go to Chrome Settings>Site Settings> Notifications

What is the expected result?
Notifications appear as "Ask".

What happens instead?
Notifications in Site Settings in Chrome should appear as "Blocked"
