Error message is seen for 'Click&Clean' extension while entering a valid url in 'Add a Site' overlay.

Issue description

Chrome Version: 72.0.3601.0 (Official Build) cfede9db1d154de0468cb0538479f34c0755a0f4-refs/branch-heads/3601@{#1} (32/64 Bit)

OS: Win(7,8,8.1,10), Linux(14.04 LTS) and Mac(10.13.1,10.13.6, 10.14.1).

Steps to reproduce:
1. Launch chrome, Install extension from above url.
2. Right lick on extension icon in omnibox and select 'Manage Extension'
3. On manage extension page select 'On Specific Site' from drop-down under Permission.
4. Try entering a valid URl and observe.

Actual Result: 'Not a valid web address' error message is seen while entering a valid URL in 'Add a Site' overlay.
Expected Result: Error message should not be seen while entering a valid URL

This is Non-regression issue seen from M-72 build #72.0.3601.0, since this new feature was introduced for Click & Clean extension.

This is WAI.  http is not a valid address.  If you enter the full address (http://example.com), the error goes away.
