Regression : Unnecessary two focus are seen at the same time i.e on 'Avatar' icon and iron icon of chrome://downloads page.

Issue descriptionVersion: 72.0.3601.0 (Official Build)Revision cfede9db1d154de0468cb0538479f34c0755a0f4-refs/branch-heads/3601@{#1}(64-bit) OS: Mac OS X(10.13.1,10.14.1,10.13.6) What steps will reproduce the problem? 1. Launch chrome,navigate to chrome://downloads 2. Click on 'More actions' iron icon and then click anywhere on page to dismiss drop down list 3. Click on 'Avatar' icon and select 'Open Guest window' 4. Now click on Guest avatar icon and select 'Person 1' and observe grey focus highlight Actual: Unnecessary focus are seen at two places i.e on 'Avatar' icon and iron icon of chrome://downloads page Expected: Only one focus should be seen at a time. This is regression issue, broken in ‘M 69’ and below is the bisect info : Good build: 69.0.3480.0 (Revision: 572082) Bad build: 69.0.3481.0 (Revision: 572437) You are probably looking for a change made after 572208 (known good), but no later than 572209 (first known bad).
