OS: Windows(7,8,8.1,10), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, Install Office 365 extension from above URl and Observe.

Actual: Notification bubble is not seen for Office 365 extension upon installing.
Expected: Notification bubble should be seen for Office 365 extension when it is installed.

This is a regression issue, broken in M-72 series, and below is the bisect-info

Good Build: 72.0.3585.0(Revision:601014)
Bad Build: 72.0.3586.0(Revision:601379)

tetsui: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Tried performing 'per revision' bisect on multiple Windows and Mac machines but unable to perform the same since getting "RuntimeError: We don't have enough builds to bisect." error.
2. Hence providing suspect via Chromium Bisect.
3. Issue is not seen on Mac(10.13.1, 10.13.6, 10.14.1).
4. Issue is also reproducible on Dev build #72.0.3595.2
5. Unable to uninstall chrome build as notification bubble is not seen.
