Manifest loading from <link> element should include credentials

Apparently a <link rel="manifest"> isn't being requested with credentials. Credentials should be included by default from my reading of the HTML spec:

This has been discussed before in  Issue 863218 . Looks like it's a spec issue after all. Will continue discussion on GitHub link above.
