Black screen after changing source while in picture-in-picture mode

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3589.0 Safari/537.36

Steps to reproduce the problem:
1. Play a video in chrome 
2. Go to picture-in-picture mode (right click->enter picture in picture)
3. Change the source of the video and play it. (In the test page, click on 'change source' button).

What is the expected behavior?
The second source will play (video+audio) in the PIP window

What went wrong?
the second source has only sound (no video) in the PIP window

fixed in the new canary version

I cannot reproduce in Chrome Canary 72.
It affects Chrome Stable 70.
