Wrong word wrap in Khmer language

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. Copy some text in Khmer language (for example:
នៅក្នុងប្រទេសដែលរីកចម្រើននិថងស៊ីវីឡៃ ដូចប្រទេសអ៊ីតាលី យើងមិនអាចទ្រាំមើលឃើញព្រឹត្តិការណ៍សោកនាដកម្មបែបនេះបាននោះទេ។)
2. Paste it into html file (as text)
3. Open the html file
4. Resize the window in a way that some word wont be enough space in a line

What is the expected behavior?
The word should go to the next line and not break

What went wrong?
The word is breaking 

Did this work before? No 

Chrome version: 70.0.3538.77  Channel: stable

@Reporter: Could you please share a sample test file satisfying the test conditions mentioned in comment#0. Any further inputs from your end may be helpful.

Attached an HTML file with two sections:
one with Khmer text and the second with English text.

Please open the HTML file in a browser and resize the window in a way that the green word (for example) has no place at the end of the line.
Instead of going to the next line - the word will be broken. that is the problem.

In an English text it won't happen.

Tested the issue using the test file provided in comment#3, by resizing the window on reported chrome version 70.0.3538.77 and on latest canary 72.0.3601.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.1. Observed the words are breaking upon resizing the window.

Similar behaviour is seen from M60(60.0.3112.0), hence considering it as Non-Regression and marking it as Untriaged. Requesting someone from respective team to have a look into this for further inputs.

Chrome can't effectively break words in Khmer(Cambodian)
I'm a FE  developer,  find that in Cambodian web pages, the latest Chrome and webview can't break words(There are spacesbetween each word) effectively,but when I replace the 
broken words with english words, The result will be as I wish. 
My CSS: 
word-break:break-word; 
word-wrap:break-word;
