Bug in tabs bar -- many empty tabs

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. Create empty folder.
2. Create one empty or not empty folder near first folder.
3. Click on empty folder.
4. Move cursor on another folder and then again on the empty folder.
5. We can see that there are growing count of tabs in empty folder.

What is the expected behavior?

What went wrong?
