Can't navigate back to a tab when entering into view cookies option on the left of address bar

Issue description

Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Firefox: PASS/(4.0 Beta 7)
IE: PASS/8
What steps will reproduce the problem?
(1)Open any website
(2)CLick on connection icon(padlock symbol) present at the left of address bar
(3)Click on cookies
(4)There's no way back . Also ,we cant scroll the current web page in the tab
What is the expected result?
There must be a back button to navigate back from the menu
What happens instead?
There's no control(Button or an arrow icon) to navigate back and return to the tab

Able to reproduce the issue on chrome reported version# 70.0.3538.77 and on latest chrome# 72.0.3602.0 using Windows-10, Mac 10.12.6 and Ubuntu 17.10 with steps mentioned in comment# 0. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged. Thanks!

I'm not sure why this is Omnibox related. The original issue is that the Settings window containing the cookie list puts its Done button at the bottom, and if there are too many cookies, you can't reach it. Theoretically, if you tabbed the right number of times, and hit enter, you'd close it. They either need to move the Done button, or add a Close(x) button to the window frame.
