Chrome AppCrash within 10 seconds of opening everytime

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

In the task manager chrome, I watch the launch of the "Utility: Windows Utilities" process, after which an error immediately appears. If you close the window with an error, the "Utility: Windows Utilities" process disappears and chrome continues to work.
