Title: Chrome doesn't make fit for density 160.

STEPS TO REPRODUCE:
1. go to Settings -> System -> Reset options -> Erase all data(factory reset) -> RESET PHONE
2. make the phone connectted to internet(the Internet cann't connect to Google server)
3. go to System -> Developer options -> Smallest width -> set 1080(other way: adb shell wm density 160)
4. go to Chrome -> click ACCEPT&CONTINUE
5. click SIGN IN
6. rotate this activity
7. all testSteps can be seen at the testSteps.mp4

EXPECTED RESULTS:
6. this activity cann't be changed

OBSERVED RESULTS:
6. This activity will be changed and show no words.
   When rotate the screen to horizontal screen, the white picture is not in center.

ADDITIONAL MESSAGE:
It causes the big size Pad displays a not beautiful picture at Chrome.
We can see it at M5.mp4.

My Analysis: 
1. When I rotate this activity, this activity will display a different effect.
Is there something wrong exited in FirstRunActivity?
2. When I set the Smallest Width to 1080 and back to desk, click at the Chrome and rotate the screen. When rotate the screen to horizontal screen, the white picture is not centered.
   I think the Chrome doesn't make fit for Smallest width 1080.
   It causes the big size Pad displays a not beautiful picture at Chrome. We can see it at M5.mp4
