Remove kOnDemand option and supporting code

Issue description

Currently we are using the SurfaceLayerMode kOnDemand to switch to using SurfaceLayers for Picture-in-Picture when the SurfaceLayer feature is otherwise turned off. We should not need this code once on SurfaceLayer is switch to kAlways.
