Passwords sometimes disappear

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3600.0 Safari/537.36

Steps to reproduce the problem:
1. Install new Chromium

What is the expected behavior?

What went wrong?
My saved passwords disappear in some versions. The passwords come in Chromium only when I have to install a version where I must have to click on incoming connections to always allow with enter the admin password.

Did this work before? Yes N/A

Chrome version: 72.0.3600.0  Channel: n/a
OS Version: OS X 10.14.1
Flash Version: 31.0.0.135
 
Now my passwords are back in build 605170.

Chrome version: 72.0.3601.0  Channel: n/a
OS Version: OS X 10.14.2
Flash Version: 31.0.0.135
Here... When i install Chromium and this show up firstly, my passwords are restored.

Are you saying that you see your passwords if and only if you give the access to the "Chromium Safe Storage"?
This is expected because Chromium needs the encryption key it created. 
Ok thanks, but the tab for Safe Storage dont open every version.
But now comes more often than before :)

Do you have the Keychain always unlocked?
The dialog should appear on start-up.

I actually also experienced it on my machine. Basically
- the prompt didn't appear and Chromium is just denied access to the Keychain silently. I think the error was errSecAuthFailed.
- As a result the passwords aren't accessible.

I failed to figure out the reason but 
- restart fixed it.
- the problem is likely scoped to Chromium. If one recompiles the app or downloads another version then it's considered another app by the OS and the prompt appears.

Do you know how to reproduce the problem?
