Milo marks swarming machines under maintenance as idle |

Issue descriptionMilo's machine pool descriptions are misleading. I was looking at a builder which had a pending job, and what looked like idle machines, but which wasn't running builds. I looked into it further, and it turns out both of the machines which were 'idle' were doing maintenance. Their page had 'Unable to run swarming tasks because the maintenance mutex was held' on them. The milo page didn't show that though, so I was confused and thought maybe there was a bug or something.
