Launcher blur flickers while dragging

Chrome Version: 72.0.3600

What steps will reproduce the problem?
(1) Drag launcher in laptop mode
(2) Observe flicker at the bottom where the shelf is.

It happens for suggestion chip when we had blur on suggestion chip in clamshell mode ( bug 873391 ). Currently the bug is marked as wont fix, one suspection is that blur compute color based on a larger range than it should do.
