Remove all FakeTaskRunners

Replace all FakeTaskRunners [1] with a single primitive to make future scheduling changes easier.

Actually FakeTaskRunners aren't all the same.
https://cs.chromium.org/chromium/src/third_party/blink/renderer/platform/scheduler/test/fake_task_runner.h has some trivial task deque and actually runs tasks. Should we rename it?
