[Add Card] button may not be clear when only Payment Handlers are present.

When a merchant requests payment via "basic-card" and the user has only Payment Handlers available, the [Add Card] button on the payment instrument page is confusing. It's hard to tell whether the card would be added to a payment handler or to Chrome. How can this UX be clarified?
