Steps to reproduce the problem: 
1. In the menu click on More Tools > 
2. Click on Create Shortcut... 

What is the expected behavior? 
On the pop up to save the shortcut, there should be a checkbox called "Open as Window". 

What went wrong? 
After update to version 70, the "Open as Window" in the create shortcut pop up is missing. 

Did this work before? Yes 

Chrome version: 70.0.3538.77 Channel: stable 
OS Version: Windows 7, but is also reproducible in Windows 10.
