Context menu doesn't show up when long press on same text second time

Steps to reproduce the problem:
1. long press on text of a web page
2. context menu show up
3. long press on same text again
4. context menu disappear

What is the expected behavior?
context menu show up correctly

What went wrong?
context menu show up correctly

Chrome version: 66.0.3359.170  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
