Regression: [NTP] The bottom border of the overlay is seen distorted on zooming in to 125% and beyond.

Issue descriptionChrome Version:72.0.3599.0 (Official Build) 82c7cfa9c7fd09ada624b966c15a6784d3760132-refs/branch-heads/3599@{#1}(64 bit) OS:Mac(10.13.1, 10.13.5, 10.14.1) Pre-Condition:Enable "Enable using the Google local NTP" and "New Tab Page Background Selection" under chrome://flags What steps will reproduce the problem? 1. Launch chrome, navigate to ntp and click on Gear icon to open chrome background. 2. Zoom in to 125% and beyond while the 'Select a collection' overlay is still open. 3. Observe the bottom border on overlay. Actual : The bottom border of the overlay is seen distorted on zooming in to 125% and beyond. Expected: The bottom border of the overlay should not be seen distorted. This is a regression issue, broken in M-69 series, and below is the bisect info: Good Build:69.0.3480.0 (Revision:572082) Bad Build :69.0.3481.0 (Revision:572437) You are probably looking for a change made after 572208 (known good), but no later than 572209 (first known bad). Can't reproduce on 72.0.3602.0 (Official Build) canary (64-bit) on MacOS 10.13.16, sanyam.gawri@ could you please provide more information?

Update: Rechecked the above issue using Latest Canary #72.0.3603.0 on MacOS (10.13.1, 10.13.6, 10.14.2) and the issue is reproducible only when the browser window is zoomed to 125%. Kindly refer the attached screen-cast for reference. Thank You..!!
