What steps will reproduce the problem?
1. Launch chrome, open NTP and add "Material Incognito Dark" theme from above test URL.
2. Open chrome://settings page in another tab and click on 'Reset to default' button present in 'Appearance' section.
3. Observe the setting's 'gear' icon in tab-strip.

Actual Result : Favicon icon of settings page does not restore to original 'gear' icon after resettings the theme.

Expected Result : Fav icon of settings page should restore to original 'gear' icon after resettings the theme.

This is a regression issue broken in M-72 and below is the change log information:
Good Build : 72.0.3596.0 (Revision : 603701)
Bad Build : 72.0.3597.0 (Revision : 604362)

Peter@ : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Unable to provide bisect using 'per-revision' script as it shows "We don't have enough builds.." error message for above regression range, hence provided suspect through 'Chromium bisect'. (Tried on other machines but still getting the same error)
2. Issue is not reproducible in Chromium builds hence provided manual suspect from change log.
3. Issue is reproducible with other dark themes such as "Morpheon Dark" and "Material Simple Dark Grey".
4. Issue is also seen for fav icons of chrome://bookmarks, chrome://history pages.
