Padding in one element causes empty scrollbar to appear/disappear when shadow is applied

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36 Example URL: http://jsfiddle.net/8tkvbxh4/4/ Steps to reproduce the problem: 1. Go to http://jsfiddle.net/8tkvbxh4/4/ and run it; 2. Change height of the result view so that the bottom edge of the button will become just above the bottom edge of the browser window (see attachment #1), empty vertical scrollbar may appear; 3. Hover over the button Result: either empty vertical scrollbar disappears (if it was before), or it appears (if it wasn't present before), once the cursor is above the button; 4. Start moving the cursor along sides of the button Result: the button starts to jitter, and as it jitters the scrollbar appears and disappears. What is the expected behavior? Empty scrollbar should not appear when shadow is applied to an element if there is another element with its padding specified. What went wrong? Empty scrollbar appeared when the shadow has been applied to the button. The scrollbar has changed the page size, which caused the button to jitter. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? Able to reproduce the issue reported chrome version #70.0.3538.77 and latest chrome #72.0.3602.2 using Ubuntu 17.10 and Windows 10 by following steps as per comment#0. Note: Unable to find a scroll bar after navigating to "http://jsfiddle.net/8tkvbxh4/4/" in Mac OS.
