Regression: 'Total number of sheets' text on print preview is seen even after clearing collate textfield.

Issue description

Chrome Version:72.0.3599.0 (Official Build) 82c7cfa9c7fd09ada624b966c15a6784d3760132-refs/branch-heads/3599@{#1}(32/64 bit)

OS:  Win(7,8,8.1,10) ,Mac(10.13.1 , 10.13.6 , 10.14.1)  and Linux(14.04 LTS)

Steps to reproduce:
1. Launch chrome ,open NTP and give print command.
2. Now remove content from collate textfield.
3.Observe.

Actual  : 'Total number of sheets' text on print preview is seen even after clearing collate textfield.
Expected: 'Total number of sheets' text on print preview should disappear after clearing collate textfield.

This is Regression issue seen in M-71, and will soon update other info.
Good Build: 71.0.3562.0
Bad Build: 71.0.3563.0

Unable to provide 'per-revision' bisect as it shows "RuntimeError : We don't have enough builds to bisect..." error message for above range. 
Hence provided suspect through 'Chromium bisect'.

Working as intended. Per UX advice, we do enter the disabled/error state if the user just clears a valid input and does not change focus from the text box, as the user may still be entering the value.
