external/wpt/dom/events/Event-dispatch-on-disabled-elements.html is flaky

This test came from Gecko and was imported upstream in https://github.com/web-platform-tests/wpt/pull/13826.

Especially on Windows and Linux, the last test ("Real clicks on disabled elements must not dispatch events") can fail at times -- see https://findit-for-me.appspot.com/waterfall/culprit?key=ag9zfmZpbmRpdC1mb3ItbWVyRAsSDVdmU3VzcGVjdGVkQ0wiMWNocm9taXVtLzYxZDFjY2IyOWJjNWQwNTlkNmUzN2ZjYzA2NDU1NjZhYzJhOGJhZjMM for an example. I'm not sure if the bug's in Blink or in the test.
