When I open a link through Outlook to enter a new page in chrome, I can not click the button or input which in the new page for a long time

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. open a link through Outlook to enter a new page
2. click a button or input
3. This is triggered by probability

What is the expected behavior?
I can not click the button or input for long time, but when I wait 8 seconds or more, I can click my button or input.

What went wrong?
I can not get any error message from development tools, but you can view my gif file.

Did this work before? N/A

Thanks for the report.
- Is this Outlook's desktop app, or the Outlook website?
- Does this happen with any link opened via Outlook?  
- Are inputs also unresponsive when the site is opened manually using the omnibox?
- If this only happens for a specific site, is it possible to share the link publicly, to help us reproduce?

1.it is outlook website
2.I don not know wheatear it will happen with any link, but i can give you a link to reproduce the issue.
3.This problem will not happen by using the omnibox.

you can reproduce the problem link this.

1.you need create a folder and include a simple html file like the attachment.

2.Map html file to the local port by using Live server or other tools.

3.Send the file link(maybe like 'http://127.0.0.1:5500/Html.html') to a outlook  mailbox use Email.

4.click the link with the left mouse button in outlook.

As per comment #5, Tried to reproduce the issue on reported chrome 70.0.3538.77 using windows 10. Attaching screencast for reference.
Steps:
-----
1. Launched chrome 
2. Downloaded given html file and kept it on one folder 
3. ran a local server and sent a link to outlook 
4. Opened outlook and clicked on link 
As we are able to click on button (As per screencast)

@Reporter: Could you please check the attached screen cast and please let us know if anything missed from our end and retry this issue with fresh profile without any extensions & apps or reset all the flags and let us know if issue still persists.

Can you please try the issue with fresh profile and let us know if it persists? (We cannot reproduce it.)
