Should add twice pressing shift key to stay in digital layout for some Fr keyboards

REPRO STEPS:
1.Switch to French- French BEPO keyboard , or French-Belgian keyboard 
2.Want to input digital 

Actual:
1.Only by long pressing the first line key to tap pop up window character
2.If press shift key , tap digital ,then will back to main keyboard , can not input digital continuously 

Expected:
Maybe shift can be pressed twice to stay digital layout , in order to 
input digital continuously

Since bepo and belgian uses 101 keyboard, this might be WAI.

Can you help verify if this feature is available in old-ui?

Check it in very old UI (M54.0.2826.0 canary)Speedy;

If it's the same behavior, it might be a by-design.

seems we didn't have any special reason not to support sticky shift for 101 keyboard(or a11y mode).

will try make the change to support it.
