Those are French quotation marks: https://en.wikipedia.org/wiki/Guillemet Yes, they're required, at least for French used in France and Switzerland. I'll double-check the various layouts.

Verified that guillemets (French quotation marks, «...») exist on all other French-related layouts: France-AZERTY, Belgium-AZERTY, Canada-French-QWERTY, Swiss-French-QWERTZ, Canada-French-Multilingual-QWERTY. Some exist in normal state, some in AltGr state, some in Shift state. Haven't verified whether all these adhere to the layout standard specs. However, their existence is sufficient to close this as WAI. |
