Why results is shown as 'Pending' while it is actually 'Running'.

Summary: build status and steps are inconsistent (was: bot result status is incorrect in milo)

there is a race because milo loads status and steps from two different datasources. The datasources are eventually consistent. This will be fixed by issue 850113
