What steps will reproduce the problem?
(1) Log in a user, and launch wallpaper picker right away.
(2) Click "Daily refresh".

What is the expected result?
"Daily refresh" should be clickable.

What happens instead?
"Daily refresh" is not clickable, and it's not shown as disabled either.

This is because the current wallpaper daily refresh info must be fetched from chrome.storage.sync/local, and while the fetching is still in progress, users should not be allowed to change daily refresh state during this period.
