Camera app is not starting neither from apps, nor when pinned

ChromeOS device model: jerry, reef (basking)
Case#: 17360778 
Camera app version: 5.2.5.

Description:
Cannot launch camera app neither from apps, nor when pinned, can only do it when navigating

and clicking "Launch app".

We don't have any of these devices and cannot reproduce and not happening for me on other devices I have.
