User is experiencing blurry Castouts mirroring sessions at 2560 x 1440 resolution.

Issue description

Chrome Version: 71.0.3567.0
OS: Windows 10 Pro 64-bit
Graphics card: NVIDIA GeForce GTX 1080
Processor: Intel(R) Core(TM) i7-7700K CPU @ 4.20GHz (8 CPUs), ~4.2GHz

Screenshot attached (Note that I blacked out portions of the image to protect the users privacy. So please ignore those.).

A user reached out to us providing this screenshot of their Castouts session. The mirroring sender machine is a Win 10 with a 2560 x 1440 screen resolution. They mentioned that when the same machine's resolution was set to 1920 x 1080, the mirrored content was clear.

I could not reproduce the issue on one of our lab machines that supports 2560 x 1440. 

After this investigation, it looks like this needs to be investigated from the Meet/WebRTC side.

dbbrooks, what investigation has been done to conclude that this is a WebRTC problem?
This looks like a scaling issue, rather than something coding related.
Could be capture and/or rendering related.

dbbrooks@ if you can repro please log feedback from the conference so logs are available, don't have much to go on here...
