graphics_WebGLAquarium regression after 72.0.3592.0

Issue description

Chrome Version: 72.0.3592.0
OS: ChromeOS

What steps will reproduce the problem?
(1) run graphics_WebGLAquarium on sand device

What is the expected result?
avg fps for 50 fishes is >58
avg fps for 1000 fishes is >44

What happens instead?
avg fps for 50 fishes is <55
avg fps for 1000 fishes is <40



The regression was introduced with this commit: https://chromium.googlesource.com/chromium/src/+/88023ceeb64cea0946fdcc3018ea28d9330a9976

Originally, this regression was introduced in 3589, later on the regression disappeared in 3591 when this this commit was reverted. After resubmitting of this commit the regression was appear again:

It was tested by reverting this particular commit and it fixes the regression.
