When turning sync back on, email not pre filled in gaia sign in page

Issue description

Chrome Version: 72.0.3599.0
OS: Windows

What steps will reproduce the problem?
1/ Start with a new user data dir
2/ Start chrome
3/ Click in profile menu and click "Turn on sync..."
4/ Sign in with an account
5/ Click "Turn on" in confirmation dialog
6/ Open chrome settings page
7/ Click "Turn off" to stop syncing
8/ Click "Turn off" in confirmation dialog
9/ On chrome settings page click "Turn on sync..."

What is the expected result?
See sign in page with email address used in step 4 pre-populated.

What happens instead?
See sign in page with empty email address field.


Previously this scenario would pre-populate the email address field in order to minimize cross account merging.
