lz4: upgraded package to upstream

Upgraded app-arch/lz4 from version r131 to version 1.8.2 on amd64, the
host. Tested by building a test image for a grunt board. The lz4 package
is used by the sys-fs/squashfs package, which is used for creating the
OS disk images (if I remember correctly what bmgordon@chromium.org told
me). Therefore, since I was able to flash a grunt image successfully, it
seemed like the upgrade didn't break anything.

BUG= chromium:901072 
TEST=successfully built and flashed an image of grunt with the new
version of the package installed on the host.
