Scrolling emoji reaction list in Google Chat is extremely janky and unreliable

Issue description

Chrome Version: 72.0.3595.2
OS: Linux

What steps will reproduce the problem?
(1) Navigate to chat.google.com signed into account.
(2) Click emoji reaction button on a chat message.
(3) Try to scroll emoji reactions.

What is the expected result?
Expect to be able to scroll the popup list of reactions.

What happens instead?
Scrolling often goes to the messages list instead. Clicking and dragging the scrollbar takes half a second or longer to respond.

This occurs only on a low-DPI screen. Interestingly, I can get into a state where scrolling over the widget updates the scrollOffset (and moves the scrollbar, which is a separate element in the DOM outside the scroller) but the list doesn't update until I move the mouse. Initially I the invalidation seems to be delayed but at some point this starts requiring a mouse move.

This indicates some kind of invalidation issue. I wonder if its related to  bug 898995 . +chrishtr, WDYT?

One note on reproduction, you need to click on the "Add Reaction" emoji button on a chat message itself. It doesn't reproduce on the "Add Emoji" button in the send message input.
