Steps to reproduce the problem:
1. launch Chrome with new UI
2. load some sites

What is the expected behavior?

What went wrong?
The spinner on the tab is janky. I am also using Chromium with old UI side by side, which is running the spinner smoothly.

To reproduce this issue, it doesn't require loading heavy side.
