Allow users to disable browser hotkeys for certain cites (enables Emacs hotkey sites)

Project Member Reported by markwoodward@google.com, Nov 1

Issue description

I am a linux user, but I believe this is an issue with other platforms as well.

When visiting websites that have emacs style hotkey bindings, such as sharelatex, ctrl+n and ctrl+w are not passed to the web application. My workaround is to switch to firefox for these sites.

I suggest a setting that allows the user to disable browser hotkeys for specific websites.
