Bluetooth audio quality very low (like 96kbps)

Issue description

Chrome Version: <From about:version: Google Chrome  69.0.3497.95>
<b>Chrome OS Version: <From about:version: Platform x.x.x.x></b>
Chrome OS Platform: Pixelbook 2018
Network info: Gbus, corp, home wifi

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Connect BT headphones to device
(2) Play music from any source or join a GVC call
(3) listen

Expected Result: LIsten to high quality audio

Actual Result: hear very low quality audio (~96kbps) 

How frequently does this problem reproduce? Always ! Tried several sets of headphones. 

What is the impact to the user, and is there a workaround? If so, what is
it? Impact is high it makes BT audio unusable. Workaround, use a corded headset (using minijack) 

Please provide any additional information below. Attach a screen shot or
log if possible.
This problem has always been there since i got the pixelbook. I just dont use BT.
