Atempt to open Canary in headless mode and user data dir relative path hangs with high CPU load on Windows

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3598.0 Safari/537.36

What is the expected behavior?

What went wrong?
Canary hangs.

Did this work before? Yes 

Chrome version:  72.0.3582.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:
 
Components: Internals>Headless

Additional note: on Windows, `/` delimiter in the absolute user data dir path still causes this issue, only `\\` delimiter is OK.
