Window drop down changes order of windows in Chrome browser

Issue description

Chrome Version: (copy from chrome://version) 70.0.3538.77 (Official Build) (64-bit)
OS: (e.g. Win10, MacOS 10.12, etc...) Mac 10.13.6

What steps will reproduce the problem?
(1) Open work windows (@google.com)
(2) Open a window with a personal profile (@gmail.com)
(3) Open Gmail, and have someone ping you over hangouts when the personal window is not on top

What is the expected result? Options stay in the same order as I scroll down on the drop-down menu

What happens instead? The option that is my personal Gmail with a hangout notification "XXXX says..." moves and changes order, making it hard to select.

For what it's worth, this seems to be an issue with the alphabetization of the drop down - the person pinging me in my person Gmail is named Scott, which causes the window to drop down from its previous line at I for "Inbox" below the names of other windows I have open.

Able to reproduce the issue on Mac 10.13.6 using chrome reported version-70.0.3538.77 & latest Canary-	72.0.3608.0  as per steps mentioned in C#0.

Observed windows drop down changes order of windows based from M60 builds to latest Canary. As it is non regression issue, leaving it as Untriaged to get it addressed from dev team.

Mac triage: to lgrey@ for M72, and stripping RVG since there's no sensitive info here.
I'm pretty sure this is just standard platform behavior; AFAICT we don't directly manage the window list in that menu, and Safari does the same thing.

It's easy to reproduce these items reordering themselves.

Browser 1: open https://permission.site
Browser 2: open https://www.yahoo.com and the New Tab page

If Browser 2 has the Yahoo tab foregrounded, the menu is [ permission.site, Yahoo ]; if it has the New Tab page foregrounded, the menu is [ New Tab, permission.site ]. I imagine this is pretty annoying for heavy users of the Window menu.

As noted, this is platform specific behavior that we don't anticipate changing anytime soon. While we are considering some features that may include naming windows, which could help (by prepending window title to the list entry), to be transparent, I am closing this wontfix as we won't get to it for a while.
