Access to the escape key from the secondary keyboard

Issue description

Occasionally this is indispensible, and it's blocking some of our users.  Specifically, in Google Docs there is a full screen mode that can't be exited without pressing "Escape".  

We should add it to either the secondary numbers keyboard or the tertiary symbols keyboard.

Separated out from issue 888123, which is a bigger project.  
 
Issue 886967 has been merged into this issue.
Screenshot of Docs view.  Feature is also available in Sheets.  In Slides, a down swipe gesture exits the mode.

Paul & Song, we also need a solution for accessibility keyboard and keyboards in full layout, where a separate symbol keyboard is not provided.
Status: Fixed (was: Assigned)
Resolved convenience issue by always adding esc popup to top-left key in main keyboard (without label), in addition to "~" key popup in more symbols keyboard (with label).
